Agent doesn't see weblogic or OHS targets

Newbie question...


I have a host with weblogic 12c and OHS 11 but the agent doesn't see them as targets. 


Is this because the agent is running as user "oracle" but weblogic and OHS are running as different users?  If so, what can I do to get the agent to see them?


What method does the agent use to locate targets?


$ ./emctl config agent listtargets
