Relinking error while cloning R12 12C database

Hi

While cloning R12.1.3 12C database i'm facing below errors

/home/ebs/TRN/db/tech_st/12.1.0/ctx/lib

make: ins_sysman.mk: No such file or directory

make: *** No rule to make target `ins_sysman.mk'.  Stop.

Failed linking targets agent/home/ebs/TRN/db/tech_st/12.1.0/ctx/lib

make: ins_sysman.mk: No such file or directory

make: *** No rule to make target `ins_sysman.mk'.  Stop.

Failed linking target libnmemso on Fri Apr 24 10:53:36 IST 2015...
