Why do ASM disks show as 100% busy all the time?

I have oswatcher 7.3.1 on Oracle Linux 6.4 64-bit guest on Oracle VM 3.2.9

I have 12.1.0.1 database running, accessing two ASM DATA disks and 2 ASM RECO disks.

The ASM disks are part of a flex-ASM cluster, so other databases on other nodes share the same ASM disks

Performance is very good, but proactive monitoring using oswatcher shows that the ASM disks show as 100% busy, or even greater (yes, greater) all the time.
