Enable Attachment functions to APXPAWKB

We have a request from our A/P manager to enable attachments on the Payments Inquiry workbench form for a particular responsibility only.  No other changes should be allowed to the payment, only the ability to add attachments to a payment.  When we go to App Developer > Attachment Functions and pull up AP_APXPAWKB_SUMMARY_VIEW, then click on Blocks, it shows block PAY_SUM_FOLDER as Query Only for method.  We can change that to Allow Change, then go to entities and change Insert from Never to Always and it does allow attachments to be added.  The problem is that is opens that ability
