how to pass start_time and stop_time to a OTL fast formula of type: OTL Time Entry Rules

I am trying to validate that start_time is not equal to stop_time using an external function. How to pass the start_time and stop_time values from the timecard as input variables to the fast formula. How to check what are the available database items for OTL fast formula
