E900_inclusive row security how to secure F4801

hi,  I was wondering how can i apply the inclusive row security in order to secure F4801 where status code SRST 40 - 99 from being changed..

F4801 SRST 1 39 Y Y Y Y Y

F4801 SRST 40 99 Y N Y Y Y

F4801 SRST *BLANKS ZZ Y Y Y Y Y

with above rows, it failed to secure the required records..but it did display all the records in P48013

if i use F4801 SRST 40 99 Y N Y Y Y,

it did secure but could not display all the records in P48013...is there a workaround here ?
