project budgets $0 entry

We do enter our project budgets in project costing and sent it to kk. We have a certain charfield string for which it would bypass the project budget in KK but it will require atleast $0  budget line and Project budget detail (pc_bud_detail ) entry panel we are not able to distribute/finalize $0 entry . Is this a restriction that $0  entry cannot be done ?  FSCM 9.1 MP14
