Updation of Alternate Routing through Open Interface

We have a requirement to  udpate  both Alternate and  Primary Routing headers  Through Open Interface on a frequent basis . Logic is to populate the  related details in  BOM_OP_ROUTINGS_INTERFACE and get processed by Standard Program  - Bill and routing Interface.

We have an issue in updating   Alternate Routing  if  Alternate routing is assigned with a common Bill. In the Alternate Routing if  there exists a common Bill, then Common Bill also should be an Alternate Bill with same Alternate Routing. Then only the Standard Program allows to update the Alternate Bill header details. Or else it errors with following message.
