Unable to see Secondary Ledger in Ledger LOV for a Tax book

I am unable to see Secondary Ledger in Ledger LOV for a Tax book? The Secondary Ledger is defined and there seems to be no problem. Is there something I need to check? This is the first time I am facing such a problem.
