Product Promotion Relationships

I have a product promotion which is defined on the our siebel env. 8.1.x , the product promotion is P1 and under this Promotion there is customization product Prod1 and this Product has Relationships PR1 and under PR1  I have Relationship Domain PRD1.. PRD6

Our issue is that we need to set this Relationship to be not eligible for this promotion by setting Min Cardinality to 0 and Max Cardinality to 0 and Remove all the RelationShips domain under it by pressing modify.

But the problem that we still can add this product to the customer on the P1 promotion note that we have a lot of relationships which is defined in the same way and in the Order Conifgurator it's appear in Red .
