Does Second Commission pick up in 9.0?

We are considering using the multi-tiered commission hierarchy for a group of items. During my research, I found Bug 18459930 - SALES COMMISSION PREFERENCE ONLY PICKING UP FIRST SALESPERSON. This bug applies to 9.1.  Does anyone know if the issue exists in 9.0 also?

If it does, we don't want to waste time trying to implement.

Any help will be appreciated.
