Multiple Email Addresses for one Administrator

I am trying to create an email distribution list in OEM12C by creating an Administrator account with multiple emails. Then I created an incident with email sent to the NEW account. Somehow, the notification is not coming through. If I put multiple individual accounts each with an email address, then it works.

Is there a special way of creating an account with multiple email addresses?
