Concurrent manager service is stoped

I have a question about a problem we are facing every 3 weeks let’s say.

Every night the database does shutsdown for the backup purpose. But sometimes (every 3 weeks) when it starts up dhe Concurrent Manager Service is not started.

We have to restart the server- machine in order for it to start successfully.

How can we handle  with this problem ? Is any solution for it?

I have to specify that my Oracle database is old 8i and the application 11.5.4. Below is the log from the concurrent manager


Routine GET_PROCESS_INFO cannot find ORACLE process ID for system process 10064:6872
