Standard Letter Comm Gen does not return any reports to select

I have my BI Publisher reports created, template is active as well as the report.  However, when I go to select the report in the standard letters setup, no reports are returned.

Channels are set to email.

I have attached screen captures of the Standard Letter Setup and my Report Definition.

What have I missed?
