PCards - budget check

we are going from FIN 9.0 to 9.2. While testing PCARD transactions, my user verified a PCARD charge, budget checked it and saved it. she received a message:

The Procurement Card cannot be saved (10070,357) because Budget Processor is running for one of the transactions in the background.

1. we cannot see FS_BP any more in the process monitor to see if it is still running - any idea where I can find the log/trace?

2. the page has returned VALID budget status so I would think the budget processor was completed.

anyone run into this and have any ideas?
