Shipping charge lumpsum amount based on Country (location)

We have a 3 pricing shipping tiers assigned to countries based on average cost of shipping to that country.

For example

$5 - US, CANADA, MEXICO and say 15 more countries

$25 - UK, FRANCE and few countries

$35 - INDIA, CHINA and few other countries.

What is the best way for the system to get the value (5 or 25 or 35) based on the country and put in the sales order?

If the ship to country is canada the S&H should automatically populate $5 in the sales order. If its India, it should be $35.
