pre-requesite ot not pre-requesite for patch 19568561 ?

Hello,

Context is Ebs 12.1.3, client side JRE 7 to 8 migration.

Note Deploying JRE (Native Plug-in) for Windows Clients in Oracle E-Business Suite Release 12 (Doc ID 393931.1) states that patch 19568561 has to be applied for SSL users.

from readme for patch 19568561 I read:

...

Pre-requisite patch : 13343482

Important Note : This patch is a superset of CPUJan2012 (13343482)

...

and

Bugs Fixed by this patch:

-------------------------

19358438:TLS 1.1 AND 1.2 COMMUNICATION FAILURE

17551470:FIX FOR BUG 17551470

12796518:FIX FOR BUG 12796518

16212405:FIX FOR BUG 16212405

Plus all bugs listed under CPUJan2012 (bug 13343482)

So I wonder wether we should apply patch 13343482 before patch 19568561 or not ?
