Provisioning oracle database client from EM 12.1.0.4, using a deployment procedure

Is there a way to install oracle client from the install media using an EM 12.1.0.4 deployment procedure?  We expected there would be but this does not appear to be true.

Looking in the documentation - it implies at first glance we could use 'provision oracle database client' procedure. Further reading/testing indicates this procedure relates to Oracle Database Replay Client, not a standard client install.
