Is it possible to send a note from a case to the employee and have the sendor be the Provider Group

Our HR Help Desk would like to be able to send notes from within a case but have the Provider Group be the sender instead of the agent assigned (Assigned To).

Is this possible?  If so, where do I find out how to do this?  Is it a configuration or a customization?
