How do I allow clearing the BNE cache without giving someone system administrator

From some testing we have done, a user does not have
to login using the delivered System Administrator responsibility, they just
have to have it assigned to them and active (not end dated).   From
what we understand, this will only be necessary during development, but it’s
still something we’d rather not do.  Are you familiar at all with the BNE
Admin Servlet?   Do you know of another way to get this functionality
working other than by assigning somebody the delivered Sysadmin Responsibility?
