P3006 and efficiency-R3382 impact of incorrect rated capacity

I'm running into an issue with CRP and the calculated value for rated capcity that is significantly overstated.   I have found that cost accounting is using the work center efficiency value (P3006, WORE)   to drive something on the costing side.  Has anyone run into this?  Is the rated capacity supposed to be used by both costing and CRP in the same method or is there some other method for running CRP that is not controlled by accounting functions?
