Is pdf output generated in BI Publisher 508 compliant?

In BI Publisher, the supported output type for consuming accessible reports is HTML.  I was recently informed by a tester that they were able to test a report's .pdf output from a third party screen reader like JAWS and pass accessibility requirements.  Is this correct? I'm using OBIEE v11.1.1.6.12.  The Oracle vpat for this version still specifies that HTML is the format that produces accessible output.

Our developers use .rtf to create templates and refer to the developer guide to add accessibility configs. Accessible .pdf output is not specified as accessible. Can anyone provide feedback on this?
