Can customers on EBS 12.1.1 apply RPC patches as per note id 954704.1

Note id 954704.1 mentions that these patches can be applied ap per Comments column for each patch "Apply on top of any 12.1.x instance " but the header of note id says "Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 2 (RPC2)"

Can clients which are on 12.1.1 still apply these patches without the need to upgrade to 12.1.3?

What are the premier support deadline for EBS 12.1.1  and EBS 12.1.3, any document for this?
