Use Encumbrance only for POs not for Requisitions

Hi,

Our client wants to use the budget only for POs, not for Requisitions. I read if you enable 'Use Requisition Encumbrance' then you should enable 'Use PO Encumbrance'.

But, it is possible to use PO encumbrance without the Requisition Encumbrance? ('Use Requisition Encumbrance' - Not Enabled; 'Use PO Encumbrance' - Enabled in Financial Options)
