Need to create a read only user with privileges to blackout

Hi,

I need to create two OEM 12c users ,they should have read only access, and the ability to set/remove blackouts.

I can create a read only user by selecting  "View Any Target" privilege.but not sure about the blackouts

Can anyone please provide any guidance on how to achieve this?
