Changing primary uom on process parts in process manufacturing

We have identified an issue where process parts have been set up with primary units of measure  that are not the smallest (master rolls instead of pounds).

I understand that changes to primary units of measure is not considered best practice but, does that apply as well to process parts (never inventoried, more of a header record)?  Has anyone done this successfully?
