Creating a marketing 'SMS' campaign

I'm looking to create a campaign with an offer that should be 'treated' as an SMS for a specific list of customers. I understand that emails can be configured and sent from within Siebel, but SMS cannot. Can someone please help me how I can do that, from within Siebel or using some third-party?
