How to Avoid inventory in Primary (Blank) Location

Warehouse Management Overview Doc ID 654390.1 states that "Warehousing should not work with inventory in the primary location; this could cause serious problems with commitments. The advanced warehousing setup must include a Blank primary location (highly recommended) with no stock."

What are ways to avoid allowing inventory in the Primary Location?  On the Location profile I can flag the location to not allow directed putaway.  As of now nothing is stopping anyone from adjusting inventory/Receiving Inventory directly into the primary location.  Any suggestions are much appreciated.
