how do I write a fast formula to only deduct once in a pay period

I have a 403b element that I only want to deduct once in a pay period when flat amount is entered. I do not want to change the base element because, if someone selects a % of earnings I still want it to take out of all the checks in the pay period. At the same time, if someone has a flat amount selected, I only want that flat amount to be deducted once in the same pay period.
