RTP Latching, connection issues.

I am having a problem with RTP Latching.  Im not even too sure how to describe the issue or what info anyone would like to see.

Here is what happens when a call is made:

Originator Invites Terminator and the typical sip exchange happens and all is good.

1. Originator connects RTP, to SBC.

2. Sbc Connects Originators RTP stream to Terminator.

3. Terminator Connects RTP Stream to SBC,

4. Originator never gets terminators RTP stream

5. Originator times call out after 30seconds.

I have went through the ACLI configuration guide and tried many many options regarding RTP settings but unless the call goes peer-to-peer I get the same results everytime (every sip client i have tried has the same issue as well)
