WHY Discrete Job created with New Operation seq. without updating BOM ?

We are implementing Oracle EBS R12.2.3.

In WIP Module, We have observed.

1. Created a BOM and Routing for an Item in MST org. Routing has only one Operation seq.10 and in BOM,  All materials are associated with Operation Seq.10

2. Created a same BOM and Routing in Child or M02 Org as well.

3. Update MST Routing - Inactive Op. Se.10 and added new Op. Seq. 20. Save Routing.

4. Open BOM in MST and make sure all of its material are having operation sequence is 10 .

5. Go to M02 Organization and update routing same as did in MST as step 4

6. Verify BOM in M02 and confirm that  all of its material are having operation sequence is 10 .
