Convert SIP 183 with SDP to 180

I have been having been having some problems with some Polycom IP phones not playing ringback when the 183 with SDP uses a G729 RTP stream. I would like to send the phones backa 180 instead.

What is the most efficient way to convert 183 with SDP coming back from carrier to a 180. Can SIP response be used instead of HMR? If sow any pointers to a best practice would be helpful.
