AGIS Recipient Notification

Hi

We are using AGIS for intra company transactions  we have some restriction for accessing OU

so Initiator can not enter the Recipient segment  when initiator submitting the batch it is reaching

immediately to the Recipient through workflow notification for approval

My expectation is it should not reach the approver if the transaction (accounting  distribution is not filled )is incomplete
