How Obligation amount for PO encumbrance entry is derived?

I would like to know if the entire amount of a two years service PO be used as Obligation amount during the creation of PO encumbrance entry. Or only the amount pertaining to that year be created as Obligation and once the next encumbrance year is opened the remaining amount will also be created.
