eScript getTimezoneOffset() wrong result

Hello.

We are faced with a strange behavior of escript date objects.

Time zone on the server is Europe/Moscow. Since 10/26/2014 it's GMT+3 with no DST.

Both the system time and HW clock sets correctly.

And getTimezoneOffset() returned correct result -180 before 03/29/2015.

But since last Saturday of March result of getTimezoneOffset() was changed to -240.

It looks as turned on DST settings.

But there is no DST ( nor in system timezone nor in java timezone settings nor in siebel timezone administration).

What timezone settings is using eScript?

Server OS is RHEL 6.5

Siebel CRM 8.1.1.11
