VAT Set up in New projects

Hello

Can anyone tell me how to change the default VAT set up in Project SS please?  Currently when a new project is set up the default Recovery option is set to 'Fully recoverable Charged Net'.  Is there any way this default can be changed and if so how can I amend this default.
