Limit Project Manager to approve projects

I have a requirement to limit Project Managers with ability to 'Approve' projects.  I added the menu exclusion 'Projects: Status: Approved Statuses' to the responsibility and it works to limit in Forms, but not in HTML.  Any suggestions?
