How do I update State Information Hyperlink

I have enabled the W4 functionality in Self Service HR and the link that exists for the New York Withholding form has changed. How can I update the URL associated with this link? Since the link exists for different states (depending on the employee entering the information) I may have to change more than 1. I am guessing it is in an interface somewhere, but I cannot seem to find it anywhere.
