Planning Workplan using intercompany Employee using actual cost rates

Projects - Workplan - Planning Resource

We want to plan a US Employee in Europe Project workplan after giving a ETC. There are two separate Operating units, Europe and US. I am not using the Planning rates in workplan but using the actual rates. I have defined the Organization Labor Cost Rules where the Cost Rate Schedule of US organization is added against the EUROPE Operating Unit. Also daily rates are in place.

So i am expecting that using the Organization Labor costing rule, the workplan resource tab will calculate the raw cost using the US Cost Schedule for US Employee in Europe Project, however it is not able find the cost rate.
