OTL workflow seeded functionality when it gets time out

Hi,

We have a situation where the timecard went back to the requester as it was not approve by the concern person on time. As the timecard workflow got timeout, the notification went back to the requester and the requester approve it himself. Wanted to know, is it the standard functionality of oracle or should the timecard has gone to the next level as per standard functionality.

We have not made any changes to the standard workflow. Wanted to understand what is the standard functionality (hxcempwf.wft)  and what need to be done to have the workflow to go to the next level for approval in case of timeout.
