Issue with work order message creation in MPS

I have an item in JDE with negative on hand quantity in the year 2016. When I run the MPS - it should have generated a message to create a work order for this item. But in this case JDE is not creating a work order message and I was supposed to create it manually.

But for the other items with negative on hand quantity in the year 2016 - MPS creates the work order message.

I am not sure why for a single item MPS does not create the Work order message.

Please Help!!!!!
