R3483 generating order messages and planned order when work orders already exist

R3483-running in JD Edwards 9.1, process manufacturing environment.  We have an item that is produced as a subassembly.  MRP is generating order messages and planned work orders and seems to be ignoring the firm work orders that are already in place.  I've tweaked processing options and changed planning parameters on the item but I get the same result.  Any advice would be appreciated.  I've attached the supply/demand view of the item in question.
