Charge Modifier not available

Hi,

I have a situation. A charge modifier defined as 'Global' is available for selection in one operating unit on the sales order line level, but not available for selection at the order line level in other operating units. What can be the possible reasons? How do i troubleshoot this further?

The charge modifier is global as seen in the table qp_list_headers (global_flag = Y).
