Query regarding character set conversion from AL32UTF8 to different characterset!!

Hi Team,

As read in the note Migrating an Applications Installation to a New Character Set (Doc ID 124721.1), it mentions, Despite Note 1283764.1 which allows the database character conversion from UTF8/AL32UTF8 to another character set, this is not supported for E-Business Suite as it will result in data loss.

Being at EBS release 12 and database at 11gR1 onwards, Is it possible to set up a new database instance for EBS with character set say for example as AR8MSWIN1256 and migrate the existing EBS to it?
