Patch 17513160: 10g JDeveloper with OA Extension ARU for R12.2.2 - What is the Compatible JDK?

Please help to provide the supported Java Version for this JDeveloper patch 17513160 (For EBS R12.2.2) to work properly.

Have tried the following in 64bit Windows 7 PC and encountering the below issue

1. Unzipped the patch 17513160

2. Set the JDEV_USER_DIR (Based on the jdev.conf this is the default environment variable name)

3. Set the Java Home in jdev.conf to 64bit jdk1.6.0_24 or 32bit jdk1.6.0_45

4. Tried to open the jdeveloper using jdevW.exe

Encountering error, "The program can't start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this problem."

Please advise how to overcome the above error.
