SNAPSHOT_ON_HAND_QTY in STAKE_SKU_LOC should not be updated,if the official snapshot is not taken by

Steps To Reproduce:

1)Create a stock Count (Group Type is Warehouse) and stock Count Type unit&Value

2)On the 5th ,schedule a stock count for 6th.

3)Run the Batch stkpld.pc  data get populated into the STAKE_SKU_LOC and STAKE_PROD_LOC

3)Run the batch to move the vdate to 6th.

4)Run the batch stkupd.pc

stkupd does not update the snapshot of sanpshot_on_hand_qty,sanpshot_IN_TRANSIT_QTY,SNAPSHOT_UNIT_COST,SNAPSHOT_UNIT_RETAIL
