What processes/online operations populate the QTY_MOVED_INV field in PS_RECV_LN_ASSET table?

Any idea which processes/online operations would populate the QTY_MOVED_INV field of PS_RECV_LN_ASSET table?

I am asking this because users' system recently got a few inventory items that they believe should be replenished but the system doesn't do. To their understanding, when the Qty Onhand becomes lower than the re-order point set for an item, Replenish Request process will generate a request entry for the item. It works for all items except for these few they asked about.

I traced the Replenish Request program (IN_REPLN_AE), and came to these understandings. Please correct me if i am wrong.
