Exadata storage server promotion

Hello gurus,

on our exadata X5 where we have deployed em12c (12.1.0.4 psu3) all seems fine except storage server : i can only see 1 exadata cell for a total of 14.

During the exadata database machine discovery process, all cell servers were seen (step 5 of 10) but at step 9 only one exadata storage server is seen (the n° 5).

How can i promote the 13 missing exadata cells ?
