RPM is not generating RPM_CLEARANCE_PAYLOAD records

RPM is not generating RPM_CLEARANCE_PAYLOAD records when approving a emergencial clearance, but when returning this clearance to worksheet, it generates DEL RPM_CLEARANCE_PAYLOAD records. RPM_FUTURE_RETAIL table seems to be ok.
