Can Pay Rates (PHRT) be linked to changes to Job Type/Step? The rates source is the Union Table. J

Can Pay Rates (PHRT) be linked to changes to Job Type/Step?  The rates source is the Union Table.  Job progression doesn't apply in this case as the scenario doesn't involve payroll.  Simply asking if updating the job type/step would automatically update the hourly rate associated with it?  additionally, would history records be written for all the changes in F08042?
